    The Palmer Raids that were led during the first "red scare" in the early 1900s in the United States were seen as a violation of civil liberties because individuals and groups were targeted and prosecuted based upon their political perspectives violating their right to free speech and freedom of assembly. The methods that were used to go after anarchist or communist individuals and groups were also seen as in violation of certain civil liberties as well.
