    Of the list, the one that was not one of FDR's New Deal programs was A. the Civil Rights Act. FDR actually avoided race issues for a majority of his term. This was due to the fact that Southern Democrats held a huge sway in Congress and he needed their votes to pass his other New Deal initiatives. He knew that if he were to start tackling race issues, he would lose their votes entirely and his New Deal would be doomed. He even stayed silent on an anti-lynching bill supported by his wife, Eleanor Roosevelt, due to the political pressure.
