The act of limiting states legislative powers does two main things. First, a decrease in state powers directly increases the amount of power that the federal government has over its citizens. Downsides of this include the possibility of tyranny and possible infringement on citizens rights and freedoms. Secondly, the average citizen has a greater impact on state legislative powers than federal legislative powers by far. Limiting state legislative powers would effectively limit the influence and sway of your average citizen's voice with regard to legislation.
