The problems of governing that might keep the six goals from being achieved is that, the government itself possesses too much power and that many people fear that the government might end up using that power against them. The main problem here is that, the government has the power to create laws and to give punishment to those who do not follow, what is it that will stop the government from using it against those law-abiding citizens.
