After the 1964 election, President Johnson believed that his stance on the Civil Rights Act had been a mistake. he had public support to continue his social programs. he would never be able to win political office again. the public no longer cared about Kennedy's legacy.

Johnson used this to pass laws that Kennedy wanted to pass but didn't have congressional support. This is why civil rights were passed during Johnson instead of Kennedy who also supported them.
