Why did totalitarian governments control culture such as books and films?

    This is to prevent the influence of outside forces that would threaten the hold that totalitarian governments have on the people. In government like these, the stronger the hold that they have, the more powerful the government becomes. They will not permit outside influences to challenge their authority.
