The North did not want Missouri to enter the Union as a slave state because it would shift the balance of power away from their political party. They didn't want any of the former Louisiana Territory states to be slave states for this reason. The compromise allowed Missouri to have slaves and admitted Maine at the same time as a free state to preserve the balance of free-slave states.
