In the compound republic of America, the power surrendered by the people, is first divided between two distinct governments, and then the portion allotted to each, subdivided among distinct and separate departments. Hence a double security arises on the rights of the people. The different governments will control each other; at the same time that each will be controlled by itself.     The principle which is described above by the quote from Federalist Papers #51 is federalism. This is a form of government which is divided between the national government and state government. Federalism was put forward by the Federalist Papers, written by Alexander Hamilton, James Madison and John Jay. They are a collection of articles and essays which are pro-ratification of the United States Constitution.
