Why was France not punished for the actions of napoleon? Do you think that was the right idea?

    Because as napoleon was the leader of the army, he was fully responsible for his actions and england was not looking for war neither was russia as they retreated when the french troops tried to attack

    consequently the french were not responsible for napoleons actions
