    The law that required immigrants to be able to read and write was The Immigration Act of 1917. This law, also known as the Asiatic Barred Zone Act, banned several "undesirables" from entering the US. Some of these included: homosexuals, idiots, insane persons, alcoholics, polygamists, etc. Also, it barred people over the age of 16 who were illiterate to be immigrants.
