Which best explains why state governments are better able to focus on the needs of their citizens than the federal government?

    The answer is they are concentrated on smaller geographic areas. Unlike the Federal government, state governments are more concentrated on the concerns of their state. Knowing the land and the people, its officials know what is needed to uplift the lives of their constituents.
