State governments may do all of the following with the exception of

State governments have the power to perform tasks such as issuing licenses, conducting state elections, regulating intrastate business, and establishing local governments (not an all inclusive list). However, state governments do not have the power for things like declaring war or printing money, which are powers reserved for the federal government.
