What was the main rationale for the black codes passed in the south after the civil war? african americans needed a quota of jobs and political offices in order to compete against whites. african americans were capable of exercising political power if they were not blocked by white racists. african americans were an inferior race that did not deserve the same rights and privileges as whites. african americans would migrate out of the south in large numbers unless they were given economic opportunities.
