    C is the correct answer. The Three-Fifths Compromise counted each slave in the census count as three-fifths of a person.

    The correct answer would be c. The southern states wanted to count slaves in their total population when determining their representation in the House of Representatives, but they did not want to count slaves when determining direct taxation upon the states by the national government. The northern states wanted to count slaves for taxing purposes but not for representation. So tyhe three-fifths Compromise solved the dispute, counting three of every five slaves for representation and taxation.
