What did those who favored centralization see as the most serious problem of the Articles, and how would they have changed them? What had prevented these changes?

    Those who favored centralization and a strong federal government feared (correctly) that the Articles did not give the government nearly enough power over the states in terms of taxation. The change they made was to push for the ratification of the much-stronger Constitution.
