    Can be all of them apart from a. As the people get to vote for the person they want to rule. The people are ruled by a party that has some people and that party can be overthrown if there is a king.

    I would say it would be D, A small group rules.

    I believe as all group rules but I can be wrong. The U. S. is considered a democracy because the government is basically the 'group' that rules
