What was the Three-Fifths Compromise and how did it satisfy the states with and without slaves?

    The 3/5 compromise was a way for states to determine the number of representatives they had in Congress. When counting the population of a state each slave counted as 3/5ths of a person thereby allowing slave states to still count their slaves as part of the population, but it kept the number down so they didn't have an overwhelming majority in congress.
