According to article 1 section 3 of the constitution each state senator must be

According to Article I, Section 3, the state legislation (the State government) chooses the senators, 2 per each state.

This later changed with the 17th Amendment, which prescribed that the Senators should be elected directly by the population. (but it's still 2 Senators per state).
