Why did early Slav communities develop in the area of western Russia?

    Because The Russian Empire used Pan-Slavism as a political tool; as did the Soviet.

    The russians believed that most prisoners did not deserve a good life after sentence so after their sentence they became slavs

    it was most common it the west because there was more murder there
