Why did many people think that the building of the transcontinental railroads was a federal government project

One of the main reasons why the people of the US considered the building of the transcontinental roads to be a federal project since it was funded by the federal government itself which connects the eastern and western cities of the united states promoting easier access especially on commercial and trade.
