Security council and General Assembly are terms found within the United Nations.

The Security Council is an insider council made of permanent members established with the creation of the United Nations and rotating members to represent other areas of the world. The Security Council addresses issues threatening the peace which the United Nations is expected to keep.

The General Assembly is the whole delegation for the United Nations. All countries and delegates are present in the General Assembly. World issues and voting on resolutions take place during General Assembly proceedings.
