What conclusion does the second letter from the ussr suggest?

    The U. S. S. R. stood for Union of Soviet Socialistic Republics that comprised the Communist state of Russia. The second letter S was to identify themselves as Russians. Socialists were known not to be nationalistic and this gives it a greater emphasis on being Russians.
