The controversy was over the rights of the monarch VS the rights of the people. Many believed that there should be a democracy in the parliament but the monarch wanted absolute power. The power of the kings were discussed and limitations were signed, (like taxes, trials, foreign alliances, war) were shifted from the kings power over to the parliament.
