The ways governments spent money to meet public needs are:

    By protecting the public

According to civil rights in America, people provide the rights to be protected by the government without any discrimination on the basis of race, religion, national origin, color, age, nationality and disability status.

    By supporting education

All the children within the state should be provided equal rights to access the public schools. The federal government provides equal funds to all the states in order to maintain the education level and creating better opportunities for the students and giving them the best educational services. the funds are raised to build public schools, libraries, colleges, and universities.

    By building roads and bridges.

Every nation wants to be developed and have all the basic necessities of life. Roads and bridges are considered major needs in a country. In order to provide these needs, the government releases sufficient funds for the construction of roads and safe bridges to make the life easy for the citizens.

The question is asking us in which of the following ways do governments spend money to meet public needs? Let's go through the opions. by protecting the public - this is true. An example is making sure no other countries attack the civilians of the country by arming the public - this is false. Civilian population is not armed by the government by providing health care - this is true in some countries - in social democracies for example and in protective states (EU for example) but not for all the countries by supporting education - this is also true! Governments typically support at least primary education by building roads and bridges - this is also true! They are part of the infrastructure.
