C. It promoted the spread of Christianity across the Roman Empire by allowing people to worship freely. This was largely done do to both mounting internal pressures from a growing christian minority despite persecution and also possibly do to Constantine believing he was the benefactor of the christian God's favor. These two factors are very compelling reasons for Constantine's edict of Milan.
