In Birmingham, AL, the civil rights protest became violent when the police used water cannons and canines to keep protesters at bay. In some parts of the South, the protests were nonviolent as people decided to ignore posted signs in restaurants and water fountains. Both were effective and it is difficult to judge which was most effective.
