    Monarchy was type of government was formed under Constantine I, despite the fact the moanrchy de facto existed in Rome since Casesar and Octavian to Diocletian in 285 introtuced that since now on emepror is dominus et deus-lord and god, thefroe it was form tgheocracy Dicoletaian decided that after his step down teatrarchy model of four emperoros should be intrtuced but Constantine the Great reformed that to be one sole emperor (but he gave power and succession to his three sons) but due conversion to Christianity he abandod title of god, therfore Constinie reintruduced monarchy
