    An ammendment of the Constitution can be proposed by the Congress. A two-thirds majority vote in the Senate and house of representatives or by a constitutional convention. This convention is called for by two thirds of the State of Legislature. So far, none of the 27 amendments of the Constitution have been proposed by contutional convention.
