    The agragrian reform movement seemed to be initiated by, and to work only in favor of, the landlords without improving, indeed worsening, the social and economic progress of the caste of labourers in traditional rural society.

    And the moves, after colonialism, to allocate special political places for the lower caste people, has left many as poor as ever.
