    False No, of course not, espeically as 'going to war' involved the likelihood of war with Russia. There is plenty of documentary evidence that shows that the German government and, even more, the German General Staff egged Austria on in July 1914. Some have argued that Austria-Hungary was used as a kind of stooge to unleash the war that the German General Staff wanted.
