Most dictators come to power in a similar fashion, by swaying the public to hate upon a certain race/nation in order to promote their own political platform.

Adolf Hitler (German Nazi Fascist Party Leader) came to power by convincing the German people that the Jews were "detrimental to their economy and stealing their jobs". Which wasn't entirely true, however, the German people believed it and Hitler basically converted their hate into his power. He then used military as a political tool to suppress other nations as well as his political competitors. Other Dictators such as Stalin and/or Benito, got to power by skipping the entire phase of public deception and took control of the military almost immediately.
