What made japan difficult to unite?

If the question is meaning by uniting with the outside world from being a shut in, I'd say it made it difficult for them to unite with the rest of the world because of trust issues. The country shut itself out from the rest of the world for a very long time, and did not open itself back up until recent years since then.
