The United States had borrowed a lot of money to fight the Revolutionary War. But under the Articles of Confederation the government did not have the power to raise money to pay the debt.

When the Constitution created the new government, some people thought the debt should not be paid, since it was the old government that borrowed the money.

    Thomas Jefferson becuase he was at that time the most brainliest of the Parliament so he suggested that idea
