    Answers C and D were both crtitcisms. Federal government response was slow and lacked organization.

    In the aftermath of Hurricane Katrina, many people criticized the government of it's mismanagement and lack of preparation in the relief effort. So the best answer would be D) Government response at all levels was very slow
