    The first combat troops arrived in Vietnam during the Johnson Administration. The United States had been giving aid to the French in Vietnam for nearly a decade before they dropped out and America got involved. America was only in Vietnam to act as a policing country. War was never declared on Vietnam but Congress passed the Tonkin Gulf Resolution which gave President Johnson broad military power without actually declaring war.
