    Originally Congress passed the first amendments to the Constitution (the Bill of Rights) because of promises made during the ratification of the Constitution by the states. Several state ratification conventions only voted to approve the constitution on the condition that the new Congress would take up a Bill of Rights as its first action in order to ensure that American rights were protected.
