What does this quote mean?

"When all the senses are stilled, when the mind is at rest, that say the wise, is the highest state."

    All this quote is saying it that the mind does its best work, and functions at the "highest state" of productivity and peace, when it is not "cluttered" with thoughts--when the senses are "stilled".
