Who ordered mobilization of troops, knowing that it would be considered an act of war?

    Czar Nicholas II ordered partial mobilization of the Russian army on Austria_ Hungary. In 1914, mobilization was considered an act of war. Also, the reason he did this was because Russia was determined to support Serbia's cause.
