Naval warfare had incredibly negative effects on civilians in WWI with blockades and unrestricted submarine warfare; explain how these tactics could be justified by the nations using them.

    World War I was really the first "total" war in the sense that practically no target was off limits for attack. The justification was that ships carrying goods to the enemy were just as dangerous in the long term as the weapons they were making.
