How is the Embargo Act of 1807 related to England's policy of neutral shipping?

It caused England to change it's policy toward neutral shipping. It caused the Americans to accept English ships into their ports. It had little to no effect on English shipping. Nuetral policy was abandoned by England and their ships began to carry munitions.
