    The New Jersey plan called for equal representation for all states in the Congress.

    In the New Jersey plan, each state was allowed to have one vote in Congress. Before this, the number of the votes were based on their population. The plan made sure that all of the states felt equal to one another, and that nobody had an advantage/disadvantage.
