Which of the following explains why European countries would offer incentives to persuade people to move to the colonies? They needed to decrease their population. They wanted to gain territory in the New World. They thought that every person deserved to own land. They valued their citizens and encouraged personal freedoms.

    They wanted to gain territory in the New World.

    In order to gain territory, one would need a settlement, therefore by offering incentives to get citizens to move to the colonies, European countries were able to gain territory. Choice 1 is incorrect because not all European countries were overpopulated and Choice 2 and 3 is incorrect because they wouldn't offer incentive to encourage a personal right/freedom.
