What was the criticism of the USA patriot act when it was first enacted?

- it did not do enough to protect citizens through the use of government intelligence gathering.

- it went too far in allowing the government to gather intelligence on private conversations of the U. S. citizens.

- it created too many agencies under one umbrella which would exacerbate rather than ameliorate the issues identified.

    "it went too far in allowing the government to gather intelligence on private conversations of the U. S. citizens" is the best option from the list but there were other issues as well.
