    Yes and no. If by American you mean citizen then yes because only white men were citizens. Jackson didn't give any rights to women, blacks, and native Americans. In fact when the cherokee of Georgia succsefuly defended their right to their land he ignored the supreme court and had the army remove them by force. So I would say no due to his indifference to slavery and bigoted attitude towards the Natives.
