    Parliament created the Petition of Right over concerns about the monarch's tyranny - he was violating the people's rights by arbitrarily arresting members of Parliament who opposed his unpopular foreign policy and forcing them to accept it by quartering soldiers in people's houses and basically enacting martial law despite it being peacetime. Unfortunately, this continued on even after Parliament and the monarch (Charles I) signed it.
