How did the ancient Roman Republic begin? The Romans overthrew the Etruscans, who had ruled for over one hundred years. The Romans held a referendum to vote on the type of government they would have. The Romans finally defeated the Persians, after fighting for control of Rome for many years. A small group of Roman nobles and scholars decided that Rome should be a republic.
