    It became a Southern strategy since the Union caused a blockade on cotton, the Southern didn't try to do anything about it. Instead, they further claim shortages to gain higher demand and price hike. They knew that Europe would interfere since they need cotton supply. That situation made Europe send their diplomats for resolution on this matter.
