How and why did the federal government attempt to regulate interstate commerce in the late 19th century?

    the govt tried to regulate interstate commerce in the Wabash case. that didn't work so they passed the Interstate Comerce Act (didn't have much effect) bc railroads were charging so much bc they could. if someone had to go somewhere and that route was the only way, they had to pay that price
