    The English Bill of Rights declared that each member of Parliament had the right to free speech and debates and that proceedings taking place in Parliament should not be impeached or questioned in any court or place outside of Parliament. The English Bill of Rights equally laid out the rights of limiting power on the monarchs, protected individual rights and condemned misdeeds made by James II of England.
