    The Seperate but Equal doctrine.

I'm assuming we're talking about Civil Rights in the 20th century, as a famous bus seating arrangement (the only one I can think of) is with Rosa Parks, a Civil Rights activist.

The bus seating arrangement, along with segregation of schools and other things, was legalized through the Separate but Equal doctrine.
